Japan also carries out human resource development, enlightenment and public relations activities for environmental conservation centered on the reduction of marine plastic waste in ASEAN countries. For example, with the contribution of the Japan-ASEAN Integrated Fund (JAIF), the actions of ASEAN member countries through various organizations such as the Ministry of Resources and Environment of Vietnam, NHK International Foundation, and Institute for Global Environmental Strategies (IGES).

Japan provides support for planning, regional joint research and capacity building for monitoring and reducing marine debris from fisheries, creating TV programs, and implementing the Bangkok Declaration 2019 on measures against marine plastic debris. Furthermore, at the 8th Japan-China-Korea Summit held in December of the same year, it was confirmed that it would support and promote joint efforts to address common issues including marine plastic waste.
