Background

The Southeast Asia Region is one of the world’s most disaster-prone regions. The Asia-Pacific Disaster Report 2022 for ESCAP Subregions reveals that natural disasters have claimed over 450,000 lives and displaced nearly 500 million people in the last 50 years. Furthermore, the research predicted that climate change will exacerbate the threat of natural catastrophes by increasing both the frequency and severity of disasters.

Concurrently, disaster risk has emerged as a significant transboundary challenge. A disaster impacting one ASEAN country is likely to have effects on other ASEAN countries. Consequently, the humanitarian landscape is being challenged to adapt to the need for coordinated regional responses, which are crucial in managing disasters effectively and timely.

Against this backdrop, the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) has played a significant role in conducting capacity building programmes targeting disaster management leaders and practitioners in ASEAN. One of the most recent JAIF-funded programmes is TheAHA Centre Executive (ACE): Leadership in Emergency and Disaster Management Programme (ACE-LEDMP). It is focused on elevating disaster leadership skills and knowledge of disaster management professionals in the ASEAN Member States in line with the effort of ASEAN to realise people-centred development.

What is the project aiming for?

The objectives of the programme are geared towards strengthening the disaster management capabilities of the ASEAN Member States, promoting regional cooperation and ensuring a coordinated and effective response to disasters in the ASEAN region. Furthermore, the programme aims to enhance the capacities of 10 ASEAN National Disaster Management Offices (NDMOs) in delivering effective and efficient disaster management, humanitarian assistance, and emergency responses. The programme envisages the following outcomes:

  • Improved skills and knowledge of junior-level officers in disaster management, emergency response, and humanitarian actions;
  • Enhanced leadership and coordination skills of middle-level officers; and
  • Strengthened capacity for future disaster management leaders through the evaluation of the ACE-LEDMP Project.

The Meeting appreciated the continued support from Japan particularly on the ASEAN-ERAT Phase III, DELSA Phase IV and AHA Centre Executive (ACE) – Leadership in Emergency and Disaster Management for ASEAN Programme (LEDMP) Programmes, as well as the ASEAN-Japan Public-Private Seminar on Innovative Policies and Technologies for Disaster Risk Reduction.

The programme seeks to contribute to the overall disaster resilience of the ASEAN region. It aligns with the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021–2025, particularly Sub-Priority 3.2. Strengthen Capacity Building for Effective Regional Response with a focus on building a region of disaster-resilient nations that mutually assist and complement one another. The programme is currently underway and scheduled to be completed in August 2025.
