Background
Increased cyber-attacks and a shortage of cybersecurity professionals have become serious threats in the ASEAN region. Realizing the importance of regional collaborative efforts to address these, ASEAN and Japan have been strengthening cooperation on information security and human resources development. In particular, ASEAN and Japan have embarked on a cybersecurity capacity building initiative, which aims to enhance capacities of member states’ cybersecurity experts and specialists to build a digital ecosystem that is “safe, secure, and trustworthy.” The initiative consists of two ‘steps,’ both supported through the Japan-ASEAN Integration Fund (JAIF). The first one was implemented in December 2017 through the ASEAN-Japan Cybersecurity Cooperation Hub (Step 1) project, which yielded a study about the feasibility of establishing a training centre , including training 44 individuals under the Cyber Defense Exercise with Recurrence (CYDER) activity and conducting the contest ASEAN Youth Cybersecurity Technical Challenge.
What is the project aiming for?
The ASEAN-Japan Cybersecurity Capacity Building Centre (Step 2) project will build on the gains of the previous one through the following:
- Set up the cybersecurity training centre in Bangkok, Thailand;
- Enhance capacities of at least 280 ASEAN cybersecurity experts and specialists through the courses on 1) CYDER, 2) Forensics, and 3) Malware Analysis; and
- Raise awareness on cybersecurity through the ASEAN Youth Cybersecurity Technical Challenge.
We adopted the ASEAN Leaders’ Statement on Cybersecurity Cooperation in recognition of the growing urgency and sophistication of transboundary cyber threats…We acknowledged the work that has been done in fostering greater regional cybersecurity cooperation and capacity building through efforts such as Singapore’s ASEAN Cyber Capacity Programme, and looked forward to the launching of the ASEAN-Japan Cybersecurity Capacity Building Centrein Bangkok.

The ASEAN-Japan Cybersecurity Capacity Building Centre (Step 2) project supports the ASEAN ICT Masterplan 2020 towards a digitally-enabled, innovative, inclusive and integrated ASEAN Community. It is expected to be implemented in two years.
