Background
JAIF supported the ASEAN ESC Model Cities Programme from Years 1 to 3, with 40 model cities demonstrating strengthened capacities to deal with challenges on urban sustainability. In particular, the Programme focused on strengthening city-to-city networks, capacity building of city officials, and supporting and improving pilot projects.
But, challenge remains in scaling up the successful pilot projects and improved planning and reporting by connecting with high-level policies and mechanisms such as with the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development.
What is the project aiming for?
The ASEAN SDGs Frontrunner Cities Programme aims to scale up the ASEAN ESC Model Cities Programme by facilitating the implementation of SDGs by frontrunner cities (FC).
To do this, it will:
- Support multi-dimensional benefit model project planning and implementation;
- Develop capacity of next generation of frontrunner cities towards a clean and green ASEAN; and
- Share the experiences and knowledge generated from the Programme among AMSs to promote replication towards clean and green ASEAN.
The ASEAN SDGs Frontrunner Cities (FC) Programme “will help Model Cities ‘graduate’ to the more challenging role [of] realising local sustainability driven by the holistic framework of the SDGs, which positions environmental concerns as equally important as the pursuit [of] socio-economic development goals.”

The ASEAN SDGs Frontrunner Cities Programme – Upgrading the ASEAN ESC Model Cities Programme supports ASEAN cities to achieve inclusive, sustainable, resilient, and dynamic development. It is a two-year programme supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF). Its first regional workshop (inception workshop) was held on 26-28 September 2018 in Tokyo and Nagano, Japan.
