Background

The ASEAN Socio-Cultural Community (ASCC) Blueprint 2025 is a roadmap “to ensure that concrete actions are undertaken to promote the establishment of an ASEAN Socio-Cultural Community.” Under the ASCC Pillar are fifteen (15) sectors, where corresponding sectoral work plans are also developed to guide the work of each sector. Recognizing the need to harmonize and align these sectoral work plans with the ASCC Blueprint, the 12th Coordinating Conference on the ASCC, which was convened on 15-16 May 2017 in the ASEAN Secretariat, Jakarta, encouraged ASCC sectoral bodies to explore ways of improving work, including looking at how outputs of sectoral work plans contribute to delivering outcomes and impact through a series of capacity building activities. Following this guidance and concurrent with the development of the ASCC Monitoring and Evaluation (M&E) System, the ASCC through its Analysis and Monitoring Directorate has put forward a capacity building initiative to aid the operationalisation of the ASCC M&E System.

What is the project aiming for?

This project aims to contribute in building and sustaining capacities of ASEAN Secretariat and ASCC sectoral bodies who are tasked to operationalise the ASCC M&E System. Specifically, enhanced capacities on the following are expected through a series of trainings:

  • Basic M&E methodologies and their relevance with the implementation of ASCC Blueprint 2025;
  • Implementation-focused and result-based monitoring systems; and
  • Information on the implementation of other sectors’ work plans.

Training on Monitoring and Evaluation (M&E) of the ASCC Blueprint

The project Capacity Building for the Operationalisation of the ASEAN Socio-Cultural Community (ASCC) Blueprint Monitoring and Evaluation (M&E) Systems is specifically in line with the Revised Implementation of the Vision Statement on ASEAN-Japan Friendship and Cooperation to “support ASEAN’s efforts in the implementation and review of the ASCC Blueprint 2025 including through the development of an M&E and Analysis Framework.”

The first training for the ASEAN Committee on Disaster Management (ACDM), ASEAN Senior Officials on the Environment (ASOEN), Committee under the Conference of Parties to the ASEAN Agreement on Transboundary Haze Pollution (COM to AATHP), Senior Labour Officials Meeting (SLOM), Senior Officials Meeting on ASEAN Cooperation on Civil Service Matter (SOM-ACCSM), and Senior Officials’ Committee for the ASEAN Socio-Cultural Community Council (SOCA) focal points was held on 29-31 January 2019 in Hanoi, Viet Nam. A total of 66 participants attended the training.
