Background
A recent study on the status of disaster risk reduction (DRR) and climate change adaptation (CCA) integration in institutional and policy framework in ASEAN revealed that flood and landslide were the two most common water-related disasters caused by rain and can be seen across the ASEAN region. Furthermore, it also pointed to hazard and risk assessments integrating future climate change projections as the region’s highest priority. ASEAN Member States (AMSs) concurred with these findings and further committed their efforts to address the direct effect of climate change on disasters by linking DRR and CCA as outlined in the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2016-2020.
Backed up by these evidences from the ground, ASEAN Leaders, through the ASEAN Committee on Disaster Management (ACDM) Working Group on Prevention and Mitigation, have stepped up efforts towards this end through the project Disaster Risk Reduction by Integrating Climate Change Projection into Flood and Landslide Risk Assessment.
What is the project aiming for?
This project is a capacity building initiative directed mainly towards: 1) enhanced AMSs’ development plans, frameworks, and policies, where DRR and CCA are mainstreamed and 2) strengthened capacities of targeted AMS government officials and institutions on flood and landslide risk assessment and risk mapping with incorporation of climate projection. Three major outputs are expected to attain these objectives:
- Synthesized regional progress report on effective implementation of DRR and CCA;
- Flood and landslide risk maps incorporating climate change projections for selected river basins; and
- Guidelines and training modules for incorporating climate change risk into flood and landslide risk assessment, including uploading of information in the project website.

Inception Seminar on Disaster Risk Reduction by Integrating Climate Change Projection into Flood and Landslide Risk Assessment

The project Disaster Risk Reduction by Integrating Climate Change Projection into Flood and Landslide Risk Assessment contributes to the AADMER Work Programme 2016-2020 specifically under the Priority Programme 3, Advance: A Disaster Resilient and Climate Adaptive ASEAN Community. It aims to contribute to the overall goal of ASEAN in “building resilient ASEAN Community to reduce disaster losses and collectively respond to disasters.” Its first inception seminar was held on 7 February 2019 in Bangkok, Thailand. The seminar discussed the current state of DRR in ASEAN and regional collaboration on DRR/CCA integration, presented results and findings of the project activities thus far, and solicited inputs on the project’s suggested regional activities.
