Background
The ASEAN region has experienced rapid economic growth in recent years, driving a significant increase in air transportation demand for both cargo and passengers. To address this growing need, there is an urgent requirement for enhanced and regulated air navigation systems to support the expanding civil aviation sector. Current ground-based radio air navigation systems, while functional, have notable limitations in service range and are costly to maintain and operate across ASEAN’s extensive airspace.
The Global Navigation Satellite System (GNSS), as standardised by the International Civil Aviation Organization (ICAO), presents a viable solution to these challenges. Unlike ground-based systems, GNSS relies on satellite-based navigation, offering broader coverage and cost efficiencies. Satellite-Based Augmentation Systems (SBAS), a component of GNSS, have already been successfully implemented in countries and regions like Japan, India, North American, and Europe, demonstrating their potential to transform air traffic management by improving efficiency, safety, and economic viability.
Recognising the importance of adopting GNSS in ASEAN, training and seminars were conducted from 2000 to 2022 under Phase 1, benefiting nearly 100 administrators, managers, and engineers responsible for the GNSS Implementation Plan Training in ASEAN (GIPTA).
What is the project aiming for?
The project will build on the achievements of Phase 1 by incorporating more practical training sessions, focusing on the following:
- Trainings sessions for implementation planners and managers tasked with assessing the effectiveness of GNSS applications;
- Workshops and a study visit to Japan on GNSS Implementation Plan Development in ASEAN and SBAS Service Expansion; and
- Installation of GNSS Data Analysers in four sites in the ASEAN region to enhance the technical capacity for GNSS data management and evaluation.
In order to achieve air transport goal, it is significant for ASEAN Member States to work towards advancing safer and more secure skies in ASEAN, enhancing air traffic management efficiency and capacity through a seamless ASEAN sky, and fostering greater connectivity, including the conclusion of aviation agreements with Dialogue Partners

The project aligns with the ASEAN Economic Community Blueprint 2025, specifically contributing to Action Line C.1.48.ii. Enhance air traffic management efficiency and capacity through a seamless ASEAN sky. It is in line with the ASEAN-Japan Transport Partnership (AJTP) Work Plan, which serves as the foundation for collaborative efforts between ASEAN and Japan to improve the region’s transport sector. Further, it supports ASEAN Outlook on the Indo-Pacific (AOIP)’s thematic area on Connectivity.
