Chairman’s Statement of the 17th East Asia Summit
The 17th East Asia Summit (EAS) was held in Phnom Penh, Cambodia on 13 November 2022. The Meeting was chaired by Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, and attended by the Heads of State/Government and High Representatives of ASEAN Member States, Australia, the People’s Republic of China, the Republic of India, Japan, New Zealand, the Republic of Korea, the Russian Federation, and the United States of America.
The Summit acknowledged ASEAN’s key initiatives in strengthening public health emergency preparedness and response initiatives, such as, the COVID-19 ASEAN Response Fund and the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED). The Government of Japan through the Japan-ASEAN Integration Fund (JAIF) contributed USD 1 million to the COVID-19 ASEAN Response Fund and the implementation of projects A Feasibility Study on the Establishment of “ASEAN Centre for Public Health Emergencies and Emerging Diseases” and Detailed Design and Preparation Support for the “ASEAN Centre for Public Health Emergencies and Emerging Diseases”.
In the area of disaster management, the Summit reaffirmed the continued support from EAS member country for the implementation of the priority programmes of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme (2021-2025) as well as strengthening the capacity of the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (the AHA Centre) as the primary ASEAN regional coordinating agency on disaster management and emergency response. The Government of Japan has been one of the key support mechanisms for a range of ASEAN disaster management functions through JAIF projects, among others, Development of the AADMER Work Programme 2021-2025 and several flagship projects implemented by the AHA Centre.
