ASEAN Launches AADMER Work Programme 2026-2030

ASEAN launched the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2026-2030 ON 15 October 2025. The launch took place during the Welcome Ceremony of the 13th ASEAN Ministerial Meeting on Disaster Management (AMMDM) and 14th Meeting of Conference of the Parties (COP) to the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) and related meetings held in Phnom Penh, Cambodia.

The launch marks a pivotal step in ASEAN’s mission to build a disaster-resilient region capable of withstanding increasing risks. The AADMER Work Programme 2026-2030 is a project supported by the Government of Japan through Japan-ASEAN Integration Fund (JAIF).

As the fourth iteration of ASEAN’s disaster management Work Programme, the AADMER Work Programme 2026-2030 sets out a bold Vision for ASEAN to be “a region of disaster-resilient nations, where disaster losses in lives, social, and environmental assets are substantially reduced through concerted national efforts, intensified regional and global cooperation and leadership, in pursuit of safer communities and sustainable resilience.”

Building upon two decades of achievements under AADMER and lessons learned from previous Work Programmes, the AADMER Work Programme 2026–2030 integrates strategic foresight, sustainable resilience methodologies, and innovation. It leverages the operational expertise of the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) and the development and implementation of national initiatives to ensure effective implementation of key tools and mechanisms, and the cultivation of broader partnerships essential for advancing disaster management across ASEAN.

Over the next five years, ASEAN will continually strive towards sustainable resilience, enhancing regional collaboration through enhanced cross-sectoral cooperation for a whole-of-ASEAN approach in resilience building. The AADMER Work Programme 2026-2030 thus reaffirms ASEAN’s unwavering commitment to safeguarding its people, economies, and ecosystems, ensuring that resilience remains at the heart of the ASEAN Community.
