Highlight of ACE-LEDMP Activities Reported in May 2026

With the support of the Government of Japan through the Japan-ASEAN Integration Fund (JAIF), the ACE Leadership in Emergency and Disaster Management for ASEAN Programme (ACE‑LEDMP) Phase II project aims to enhance the leadership skills, strategic decision‑making, and coordination capacities of junior, middle, and senior executive-level officers and leaders from the National Disaster Management. Offices (NDMOs) from all 11 ASEAN Member States. Here are the highlights of the ACE-LEDMP Junior Executive Level - Third Batch, 2026 activities in May 2026:
The ACE-LEDMP Junior Executive Level - Third Batch, 2026 participants begin their on-site journey with an Initial Expectation Setting and Grounding Session, facilitated by Mr Rajesh Dhillon from Acies Innovations.
ACE-LEDMP Diary: System Thinking and Operations Research Fundamentals
ACE-LEDMP Junior Executive Level – Third Batch 2026 session on “System Thinking and Operations Research Fundamentals” with Dr Mizan Bustanul Fuady Bisri, where participants were introduced to the concept of system thinking and its application in understanding issues, root causes, and systematic risks in the disaster management spectrum.
ACE-LEDMP Diary: Critical Understanding on Systemic Risks, Incident, and Climate Nexcus
Participants of the ACE‑LEDMP Junior Executive Level - Third Batch took part in the session "Critical Understanding on Systemic Risks, Incidents, and Climate Nexus" facilitated by Dr Jonatan A. Lassa and Helen Barnes from Earth Sciences New Zealand on 27-29 April. This session encouraged participants to critically evaluate the definitions and assumptions of system risk, working in country-based groups to develop disaster risk plans. Each group shared their ideas and received feedback from peers, making the learning collaborative and hands-on.
ACE-LEDMP Diary: International Humanitarian Law, Red Cross - Red Crescent Movement, and ASEAN
The participants explored the fundamentals of International Humanitarian Law, Disaster Law, and the Red Cross–Red Crescent Movement in a dynamic session facilitated by the IFRC, ICRC, and PMI (Indonesian Red Cross Society).
Through interactive activities, a simulation exercise, and a visit to the PMI HQ, participants gained a thorough understanding of the Movement's roles, principles, and mechanisms.
The participants delved into two key sessions facilitated by the United Nations OCHA: "International Disaster Management and Humanitarian System" and "Introduction to Civil-Military Coordination in ASEAN.” They gained practical insights into how global and regional actors work together in emergencies and brought coordination to life through an interactive "Minesweeper" game that simulated information sharing, planning, and task division.
This session focused on leadership development through an inspiring Leader’s Talk with YBhg. Dato’ Dr Ahmad Faizal Mohd Perdaus, President of MERCY Malaysia, and a session on Leadership and Team Management facilitated by the University of the Philippines - National College of Public Administration and Governance and co-supported by the New Zealand Ministry of Foreign Affairs and Trade.
Through the discussions, participants gained real-world insights on building trust, strengthening communication, and leading teams effectively in disaster management.
Basic Incident Command System (CS) and Emergency Operations Centre (EOC) in ASEAN. This training strengthened participants’ understanding of emergency coordination through sessions on Basic Incident Command System (ICS) and Emergency Operations Centre (EOC) in ASEAN, facilitated by OCD Region XI (Civil Defense Davao Region) and the AHA Centre.
Participants explored how ICS helps organise on-the-ground responses, and how EOCs and regional tools such as the DMRS and WebEOC support real-time information sharing and decision-making across ASEAN. Learning was enriched with country sharing and practical insights on how systems can work together more effectively during emergencies.
