On 9 December 2025 at American University Phnom Penh (AUPP), Secretary of Ministry of Posts and Telecommunications, So Vishey, was invited as the speaker to close the ASEAN Startup Connect Conference 2025, supported by the Japan-ASEAN Integration Fund (JAIF) which was held for 3 days from 7 to 9 December. During this event, Second Secretary of Japan Mission to ASEAN, YONAI Masato, and Director of ASEAN Startup Connect Program, G – Galeno Chua, and ASEAN Member Countries and Japan.

The conference is organized to discuss, share knowledge and experience related to promoting digital technology adoption and promoting marketing expansion for Japan and ASEAN SMEs.

At the same time, participating delegates from ASEAN member countries and Japan expressed their great appreciation for Cambodia's preparation in hosting the meeting.
