Highlights of the 2nd Regional Forum on the ASEAN Socio-Cultural Community (ASCC) Strategic Plan

Supported by the Government of Japan through JAIF, the 2nd Regional Forum on the ASCC Strategic Plan contributed to the “Supporting the Development of the ASCC Strategic Plan” project, promoting inclusive, sustainable, dynamic, and resilient ASCC initiatives aligned with the ASEAN Community Vision 2045.
The 2nd Regional Forum on the ASCC Strategic Plan, scheduled from 1 to 3 July 2026, was organised and hosted by the ASEAN Secretariat and inviting Senior Officials Committee for the ASCC (SOCA) Indonesia, with the support of the Government of Japan, through the Supporting the Development of the ASCC Strategic Plan project.
Here are the highlights of the 2nd Regional Forum held in Jakarta, Indonesia:
The Opening Ceremony of the 2nd Regional Forum
Held on 1 July 2026 at the ASEAN Headquarters/ASEAN Secretariat in Jakarta, the Forum convened and invited SOCA, ASEAN Member States’ planning ministries, partners, think tanks, civil society organisations, and other stakeholders to discuss mainstreaming the ASCC Strategic Plan into development plans. The session also launched Voices of the People of ASEAN: A Compendium of Stakeholder Insights for the ASCC Strategic Plan, highlighting the plan’s inclusive and participatory development process.
Day 2 of the 2nd Regional Forum on the ASCC Strategic Plan
Day 2 of the Forum concluded on 2 July 2026 with discussions on mainstreaming the ASCC Strategic Plan into national and local agendas. SOCA Leaders and representatives from Cambodia, Indonesia, Singapore, and Viet Nam exchanged views on coordination, financing, and monitoring, while the Indonesian National Development Planning Agency (Bappenas) Indonesia, UCLG ASPAC, the ASEAN Governors and Mayors Forum, and the ASEAN Smart Cities Network discussed localisation and the role of local governments in ASEAN integration.
On 1 July 2026, Deputy Secretary-General (DSG) of ASEAN for the ASCC, San Lwin led the ASEAN Secretariat delegations on a site visit to the AHA Centre as part of the 2nd Regional Forum on the ASCC Strategic Plan. The visit was joined by the former Minister/Deputy Head of the Mission of Japan to ASEAN, CHUJO Kazuo, along with delegations from ASEAN Member States, ASEAN Centres and Entities, CSOs, research organisations, Dialogue Partners, and the ASEAN Secretariat.
In his message, DSG San Lwin highlighted the AHA Centre’s role in disaster management, humanitarian assistance, and disaster risk reduction, noting it as an example of regional commitments translated into concrete action and tangible results.
Three-day forum on the ASCC Strategic Plan concluded
The 2nd Regional Forum on the ASCC Strategic Plan concluded on 3 July 2026, with final-day discussions highlighting best practices for mainstreaming the Plan into legislation, national development plans, sectoral frameworks, and sustainable development cooperation. Participants also identified entry points, enabling mechanisms, and practical recommendations to support ASEAN Member States and stakeholders in implementing the Plan, with the three-day Forum attended by more than 300 participants from ASEAN Member States, partners, ASEAN entities, civil society, academia, and think tanks.
