5. Emergency Economic Assistance Related to the Financial Crises in the ASEAN Region (EEA)

The chief objective of this component was to mitigate the negative impacts of the 2009 global economic and financial crisis upon the most vulnerable groups in the ASEAN region. It was mainly utilised for: 1) social safety net programmes including unemployment measures and vocational training, education, food assistance and healthcare; 2) assistance to small and medium-sized enterprises (SMEs); and 3) assistance to agriculture, fisheries and rural areas. This component has two types of support: Part A refers to projects that benefit all Member States of ASEAN, while Part B refers to projects that benefit a Member State/States of ASEAN. The modality of project appraisal and approval varies between Part A and B.
