Development of the Report on the State of Climate Change in ASEAN Region

Background

Southeast Asia is home to some of the most climate change-vulnerable countries in the world. Responding to the threats of climate change, the ASEAN Member States (AMS) have taken measures to address the issue at the national, regional and global levels. As part of their commitment to the Paris Agreement, a significant amount of data and information on the status of climate change in AMS as well as their efforts and initiatives have been produced. In addition, AMS have agreed to explore the possibility of developing a harmonized approach to measuring, reporting and verifying greenhouse gas emissions as the first step towards further regional collaboration on carbon markets, among others.

However, there is yet a coordinated effort at the regional level to collate, consolidate and synthesize them into a coherent report to provide information on the state of, trends in, and prospects for climate action in the region.

What is the project aiming for?

The project endeavors to provide an overall regional outlook on the issue encountered by AMS by developing report on the state of climate change. The comprehensive report will support AMS policy decision making process and enhance transparency on climate actions under the Paris Agreement. Regional consultation meetings, coordination with national think-tanks and ASEAN Secretariat will be carried out to produce the following outputs:

  • Summary report of regional consultation meeting;
  • Methodology and framework for the report; and
  • Report on the state of climate change in ASEAN region.

ASEAN strongly supports global efforts to address climate change under the UNFCCC. All AMS have ratified the Paris Agreement and communicated their Nationally Determined Contributions (NDCs).

The Development of the Report on the State of Climate Change in ASEAN Region supports ASEAN to achieve inclusive, sustainable, resilient, and dynamic development as set forth in the ASEAN Socio-Cultural Community Blueprint 2025. It is a one-year programme supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF). The first kick-off meeting is scheduled in June 2020. Due to the current pandemic outbreak, the meeting will be organized virtually and the participants are members of national Think-Tanks, ASEAN Secretariat and IGES. Following the kick-off meeting, the coordination meeting with government officials from related countries, members of national Think Tanks, ASEAN Secretariat and IGES is also tentatively scheduled in the same month.
