Background
ASEAN has synergised and scaled up its cooperation in responding to the recent Coronavirus disease 2019 (COVID-19) and future public health emergencies. There are 11 new health initiatives, including the establishment of the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED) as the first organisational instrument to manage and coordinate resources of health response1.
The Government of Japan through the Japan-ASEAN Integration Fund (JAIF) supported the implementation of A Feasibility Study on the Establishment of “ASEAN Centre for Public Health Emergencies and Emerging Diseases” in November 2020. The project produced a feasibility report which was subsequently submitted to the ASEAN Health Sector and circulated to the ASEAN Member States through the ASEAN Senior Officials Meeting on Health Development (SOMHD). The report includes recommendations on the financial, technical and organisational feasibilities of the ACPHEED as well as the enabling and required criteria for host country selection. The new JAIF project Detailed Design and Preparation Support for the “ASEAN Centre for Public Health Emergencies and Emerging Diseases” was launched as a direct response to the outcome of the feasibility study.
What is the project aiming for?
The project aims to take forward one of the recommendations from the feasibility study. It will develop a detailed design including a key plan across the ACPHEED’s governance, regulations/law, infrastructure, finance, talent and organisational structure, which will be the core elements of the Establishment Agreement through the following outputs:
- An inception report to ensure mutual understanding between project stakeholders throughout the project;
- A detailed plan and a report for the six core elements of the Establishment Agreement i.e., governance, regulations/law, infrastructure, finance, talent and organisational structure;
- A project management programme for the preparatory committee and future management team of the ACPHEED; and
- A refined work plan until the launch of the ACPHEED.
We looked forward to the timely establishment of the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED) and appreciated Japan’s commitment of USD 50 million, through the Japan-ASEAN Integration Fund (JAIF), and Japan’s support to the operationalisation of the Centre including … the detailed design and preparation support for the Centre.

The project contributes to the ASEAN Socio-Cultural Community Blueprint 2025, particularly Action Line D.2. A safer ASEAN that is able to respond to all health-related hazards including biological, chemical, radiological-nuclear and emerging threats. This project also supports the establishment of the ASEAN Centre for Public Health Emergencies and Emerging Diseases as outlined in the Progress Report on Japan’s Cooperation for the ASEAN Outlook on the Indo-Pacific (AOIP).
The project is currently underway and scheduled to be completed in December 2021.
