KPI Monitoring Support of the ASEAN Strategic Action Plan for SME Development (2016-2025): Phase 2 toward 2020

Background
The ASEAN Strategic Action Plan for SME Development 2016-2025 (SAP SMED 2025) charts ASEAN’s efforts toward a “globally competitive and innovative SMEs” for the region. Japan has extensive support for the SAP SMED 2025. More recently, through the JAIF, a baseline survey (Phase 1) was conducted in August 2017, providing baseline data for the 10 Key Policy Indicators (KPIs) of the SAP SMED 2025 and assessment of the current policy environment of SME statistics in all 10 ASEAN member states (AMSs). Furthermore, the survey also provided a baseline for the future evaluation and monitoring of the achievement of the Strategic Goals stipulated in the SAP SMED 2025.
Moving forward with monitoring the SAP SMED 2025, challenge remains as lack of SME statistical indicators and incompatibility across the 10 AMSs continue to impede an accurate understanding of SMEs in the region. This project, considered as Phase 2, aims to continue what Phase 1 has started.
What is the project aiming for?
The baseline survey completed in Phase 1 revealed that under the current environment of the SME statistics, 3 out of the 10 KPIs proved to be the most difficult to monitor as data are not readily available in the majority of AMSs. These are: percentage of business loans to SMEs; percentage share of SMEs’ contribution to national exports; and percentage of SMEs with international activities. Additionally, AMSs requested to monitor SME’s contribution to GDP as a new KPI. Accordingly, Phase 2 aims to address this through the following main activities:
- Business survey on SMEs’ internationalization;
- Dialogue and finance round table;
- KPI data update;
- Drafting of the final report ‘Achievement at 2020-KPI Monitoring Report of the ASEAN Strategic Action Plan for SME Development (2016-2025);’
- SMEs’ contribution to GDP survey; and
- Knowledge transfer sessions.

The project has commenced in June 2018 and is expected to be implemented in two years. A series of knowledge transfer sessions will be conducted for the sustainable KPI monitoring starting from the 6th ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME) meeting in November 2018.
