Background

Information plays a crucial role in shaping a greater sense of ASEAN identity. Moreover, as the region moves forward in its integration and community building efforts, information, along with media, helps communicate the benefits of belonging to the ASEAN Community. Harnessing the role of information, however, requires capacity building on content development among media practitioners, in order to ensure that the right messages reach the ASEAN peoples.

In recent years, Japan and ASEAN have embarked on a series of capacity building initiatives, mainly targeting ASEAN television broadcasters, to encourage the development of programs on the benefits and opportunities offered by the ASEAN community and dissemination of the same to the wider public. In addition, these initiatives have showcased the enduring friendship and cooperation between Japan and ASEAN on various sectors and themes. In 2017, to commemorate the 50th anniversary of the ASEAN’s founding, the project Capacity Building of ASEAN TV Broadcasters through Documentary Program Production on ASEAN-Japan Cooperation was implemented. It focused on developing content to promote ASEAN and Japan’s cooperation on the East-West Economic Corridor and Southern Economic Corridor, and targeted TV broadcasters from Cambodia, Lao PDR, Myanmar, and Viet Nam.

What is the project aiming for?

This project aims to continue and sustain the contributions of the earlier initiative. This time, the focus is on tourism, aiming to enhance business investment from outside ASEAN, and targeting TV broadcasters from the rest of the ASEAN countries not covered in the first initiative—Brunei Darussalam, Indonesia, Malaysia, Philippines, Singapore, and Thailand. Specifically, the project aims to produce the following:

  • On-the-job training in Japan for ASEAN TV broadcasters;
  • Documentary TV program production;
  • Airing of the documentary TV programs; and
  • Regional workshop for ASEAN TV broadcasters.

The Ministers welcomed the initiatives of Japan on information and broadcasting, especially on next generation broadcasting technologies, media and information literacy and capacity building programmes for media personnel. The Ministers noted the discussions of the 2nd Meeting of ASEAN-Japan Senior Officials Responsible for Information and the cooperation projects for 2018–2019.
