Background
Marine plastic waste has become a global issue. Given the nature of transboundary threats, international cooperation is required to tackle this issue. Around 80 per cent of marine pollution is caused by human activities in land1 which, if not addressed in a timely manner, has not only a global ecological impact but also social and economic impacts. Considering the urgency to cope with this challenge, conserving and ensuring sustainable use of the oceans, seas and marine resources was adopted by the international community as the Sustainable Development Goal 14 and must be achieved by all countries in the world.
At regional level, ASEAN Member States (AMSs) recognised the urgent need to take action and developed ASEAN Framework of Action on Marine Debris which was issued during the 34th ASEAN Summit in 2019. In 2020, during the 23rd ASEAN-Japan Summit, both parties also agreed to further cooperate on maritime security and marine plastic debris, among others areas of cooperation under the ASEAN Outlook on the Indo Pacific (AOIP) scheme. It is against this backdrop that Capacity Building of ASEAN TV Broadcasters through Documentary Program Production on Marine Plastic Waste in ASEAN project is initiated. The documentary TV programme will introduce the current situation of marine plastic waste in ASEAN countries hoping to foster awareness of the problem among its people, and seek cooperation in measures to reduce it.
What is the project aiming for?
Built upon on a success of previously implemented projects to support TV broadcasters in ASEAN, the project aims to enhance capacity of documentary TV programme production in the four target countries (Indonesia, Philippines, Thailand and Viet Nam). Each country will produce one (1) documentary programme with the technical assistance from NHK International, Inc., including on-the-job-training (OJT) in Japan. All ten (10) AMSs will be benefitted from the project by participating in a regional workshop to share the skills and know-how obtained from the training and video production. In addition to strengthening capacity of TV broadcasters in the region, the project will also achieve the followings by airing the TV documentary programmes:
- Increase awareness of the marine plastic waste problem among the people in four targeted countries; and
- Increase international community’s understanding about ASEAN’s environmental measures.
Marine debris is a transboundary issue which requires integrated regional cooperation. In addition to robust national actions to address marine debris strategies for strong collaboration are particularly crucial for the ASEAN region. Without immediate action, marine debris pollution may negatively impact marine biodiversity, environment, health, society and economy.

The Capacity Building of ASEAN TV Broadcasters through Documentary Program Production on Marine Plastic Waste in ASEAN project contributes to the ASEAN Socio-Cultural Community Blueprint 2025, particularly capacity building as stipulated in Strategic Measure A.2.ii: Harness the use of information and communication technologies across different age groups as a means to connect with the regional and global community; and C.1.iii Promote cooperation for the protection, restoration and sustainable use of coastal and marine environment, respond and deal with the risk of pollution and threats to marine ecosystem and coastal environment, in particular in respect of ecologically sensitive areas.
The project is currently underway for the duration of 12 months from December 2020 to November 2021.
