Background

The ASEAN Secretariat (ASEC) is committed to advancing inclusive and sustainable regional development by expanding access to knowledge and capacity-building opportunities. In 2023, ASEC launched the ASEAN Regional Integration E-learning Programme and set up an internal e-learning platform called ExeLearn, which has since supported continuous learning and strengthened staff capacity to carry out their duties effectively.

To broaden the programme’s reach and impact, ASEC has embarked on enhancing ExeLearn with support from the Japan-ASEAN Integration Fund (JAIF). An upgraded platform will serve not only the ASEC staff but also ASEAN stakeholders and the public, including development professionals, academics, researchers, and learners across the region.

What is the project aiming for?

The project aims to support inclusive learning across ASEAN and beyond to advance regional integration and cooperation through the following efforts:

  • Enhancing the features and functionalities of ExeLearn to improve accessibility across various devices and reach a broader audience;
  • Developing at least 20 e-learning courses on ASEAN cooperation and technical competencies;
  • Promoting ExeLearn through socialisation sessions, the ASEAN website, and social media platforms; and
  • Linking ExeLearn with other e-learning platforms through cooperation agreements with regional and national organisations.

To support these efforts, a dedicated E-learning Programme Coordinator has been recruited as part of the Learning and Development Team of ASEC’s Human Resources Division.

The timely and effective strengthening of the Secretariat will be imperative. Efforts to strengthen the Secretariat will be done by, among others, implementing the report and recommendations of the High Level Task Force (HLTF) on Strengthening the ASEAN Secretariat and Reviewing ASEAN organs, as adopted by the ASEAN Leaders at the 25th ASEAN Summit in November 2014.

This project supports the ASEAN Political-Security Community Blueprint 2025, particularly Action Line D.1: Streamline ASEAN work processes and improve coordination among ASEAN Organs, enhance the conduct of ASEAN external relations and strengthen the ASEAN Secretariat. It also supports people-to-people connectivity and Sustainable Development Goal 4 as outlined in the ASEAN Outlook on the Indo-Pacific (AOIP).

The programme is currently underway and scheduled to be completed in in 2028.
