Establishment of an Integrated Information and Communication Technology (ICT) System to Strengthen the Operation of the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (the AHA Centre) – Phase IV

Background

Information and Communication Technology (ICT) system is integral in the operations of the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (the AHA Centre) as the regional coordinating agency on disaster management and emergency response. Since 2011, JAIF has been a consistent partner in sustaining the AHA Centre’s ICT development, with three projects implemented in phases. In ICT Phase I, the AHA Centre’s ICT infrastructure was established, along with capacity-building related activities for the AHA Centre ICT personnel and also ASEAN Member States (AMSs). For ICT Phase II, the focus was on enhancing connectivity between the AHA Centre and AMS National Disaster Management Offices (NDMOs). Finally, under ICT Phase III, the AHA Centre’s ICT operational capacity was further enhanced through the establishment of a disaster recovery backup and Emergency Operations Centre (EOC) backup office.

Sustaining and keeping up with the fluid nature of ICT systems are a must especially in the context of disaster management. Hence, there is further need to enhance the AHA Centre’s ICT system’s capability not only to protect the strides already made through the first three phases but also to expand and cover other areas of disaster management such as prevention and recovery.

What is the project aiming for?

This project, ICT Phase IV, is a continuation of the AHA Centre’s ICT development. Focused areas include the following:

  • ICT infrastructure and system enhancement for disaster monitoring capability;
  • Warehouse management system for three (3) Disaster Emergency Logistics System for ASEAN (DELSA) warehouses in Malaysia, the Philippines, and Thailand;
  • Knowledge management system for ASEAN;
  • Capacity building activities for the AHA Centre and AMS NDMOs; and
  • Development of the AHA Centre ICT Roadmap 2025 and beyond.

The Ministers commended the achievements of the ASEAN Committee on Disaster Management (ACDM) in the implementation of the AADMER Work Programme 2016-2020 as well as the Governing Board of the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) in overseeing and guiding the operationalization of the AHA Centre.

The ICT Phase IV contributes to the AADMER Work Programme 2016-2020 specifically under the Priority Programme 8, Lead: ASEAN Leadership for Excellence and Innovation in Disaster Management. It aims to contribute to the overall goal of ASEAN in “building resilient ASEAN Community to reduce disaster losses and collectively respond to disasters.” Its first Project Steering Committee (PSC) meeting was held on 14 November 2018.

As of 31 December 2018
