Background
The ASEAN Outlook on Indo-Pacific (AOIP) is an affirmation of the ASEAN role in maintaining peace, security, stability, and prosperity in the Indo-Pacific (Indian Ocean and Asia Pacific) region. This Outlook promotes open and inclusive dialogues and cooperation in ASEAN’s priority areas: maritime cooperation, connectivity, the Sustainable Development Goals (SDGs), and economic and other areas of cooperation. Adopted at the 34th ASEAN Summit in Thailand in 2019, it serves as a guiding framework for ASEAN to engage with the broader Indo-Pacific region.
ASEAN is in the process of implementing and further mainstreaming the AOIP. At the 44th and 45th ASEAN Summits in October 2024, ASEAN Leaders reaffirmed their commitment to promoting, implementing, and mainstreaming the AOIP in relevant ASEAN-led mechanisms to support the ASEAN Community Vision 2045 and all its Strategic Plans through workstreams, concrete projects, and activities.
To ensure the effective delivery of these objectives, it is crucial to strengthen the capacity of the ASEAN Secretariat. Enhanced institutional capabilities will enable the Secretariat to fulfill its mandate and drive the AOIP agenda forward effectively.
What is the project aiming for?
This 40-month project aims to strengthen the efficiency and effectiveness of monitoring and analysing the progress of AOIP implementation by ASEAN Member States and external partners. Specifically, the project envisages the following outputs:
- Updated monitoring tools and outputs, including a comprehensive monitoring matrix for tracking AOIP implementation progress;
- Timely and relevant analyses of emerging issues; and
- Monitoring reports aligned with the APSC Blueprint 2025.
To these ends, a fully functioning Senior Programme Officer has been recruited. The new Senor Programme Officer will assist the ASEAN Political-Security Community Analysis and Monitoring Division (APSC-AMD) of the ASEAN Secretariat to enhance its monitoring and analytical capacity.
To further strengthen mutual trust and understanding, and nurture multilayered interaction and networks, we will further promote in-depth people-to-people exchanges, cultural exchanges and intellectual exchanges. In particular, ASEAN and Japan will… (1.20) strengthen support for the functions of the ASEAN Secretariat, including providing technical assistance to enhance its capacity based on the needs of ASEAN.
Implementation Plan of the Joint Vision Statement on
ASEAN-Japan Friendship and Cooperation

The programme contributes to the Implementation Plan of the 2023 Joint Vision Statement on ASEAN-Japan Friendship and Cooperation, particularly Heart-to-Heart Partners across Generations with a focus on strengthening support for the functions of the ASEAN Secretariat. Further, this project supports the ASEAN Political-Security Community Blueprint 2025, particularly Action Line B.6: Enhance maritime security and promote maritime cooperation in ASEAN region and beyond, through the strengthening of ASEAN-led mechanisms and the adoption of internationally accepted maritime conventions and principles, and Action Line C.2: Deepen cooperation with Dialogue Partners, strengthen engagement with other external parties, and reach out to new potential partners for mutually beneficial relations.
The programme is currently underway and scheduled to be completed in May 2027.
