Background

Information dissemination and awareness raising still persist as challenges towards ASEAN’s integration and community building journey. Indeed, information, along with media, lies at the core of ASEAN’s identity building. With the formal establishment of the ASEAN Community in 2015, now more than ever, it plays an important role to weave efforts across various sectors under the three pillars of ASEAN Political-Security Community (APSC), ASEAN Economic Community (AEC), and ASEAN Socio-Cultural Community (ASCC), thereby realising a rules-based, people-oriented, and people-centred ASEAN Community.

ASEAN’s vision is captured in its overarching, inclusive message of “ASEAN: A Community of Opportunities for All.”


Guided by the ASEAN Strategic Plan for Information and Media 2016-2025, the ASEAN’s information sector works to 1) support other community pillars and sectors with their communication needs, 2) advocate the policies and initiatives implemented by ASEAN, and 3) communicate with ASEAN peoples the benefits of ASEAN’s development. The sector also takes into account the ASEAN Communication Master Plan (ACMP)1, which provides the framework to communicate messages about the organisation, development, and vision of ASEAN and the ASEAN Community.

Japan has a long history of cooperation, both bilateral and multilateral, with ASEAN especially on television (TV) broadcasting. In 2016, in the first ASEAN-Japan Senior Official Meeting Responsible for Information (SOMRI+J) held in the Philippines, Japan and ASEAN forged further the partnership through the ASEAN-Japan Cooperation Initiative for Broadcasting and Television. Through this Initiative, Japan and ASEAN have embarked on efforts taking into account the current technological evolution and cultural and social characteristics of the region.

Through the JAIF, cooperation on various projects has been pursued in support of the key strategies of the ASEAN Strategic Plan for Information and Media 2016-2025. The following are the key contributions of completed/implemented projects to-date.

Conduct of the ASEAN-Japan Workshop on Next Generation Broadcasting Systems (Integrated Broadcast Broadband (IBB) System) in 2019, with a total of 38 delegates from ASEAN and Japan
Conduct of ASEAN Information and Media Dialogue in 2017
Production and dissemination of five (5) documentaries on “ASEAN Now and the Future – Connectivity and Economic Corridors” and capacitated 16 staff from CLMV national television stations through the project Capacity Building of ASEAN TV Broadcasters through Documentary Program Production on ASEAN-Japan Cooperation
Conduct of the 1st ASEAN-Japan Television Festival (AJTF) in 2015, with a total of 340 delegates from ASEAN and Japan
Conduct of the 2nd ASEAN-Japan Television Festival (AJTF) in 2017, with a total of 181 delegates from ASEAN and Japan
Production and dissemination of 154 segments (ASEAN Spotlight: news and features about ASEAN in the ASEC YouTube channel) and capacitated around 40 journalists and producers from 10 ASEAN Member States (AMSs) national television stations
Conduct of The ASEAN Spokespersons Coaching in 2015 among 39 spokespersons from all ten AMSs
Production and dissemination of ASEAN multi-media tools: videos about ASEAN and its Pillars (APSC, AEC, and ASCC), four (4) public service announcements, and catalogued image bank/photo library
Conduct of ASEAN Secretariat Media Training in 2015 among 29 ASEC-level spokespersons
Conduct of ASEAN-Japan Young Television Producers Workshop in 2014 among 38 young television news and documentary producers from ASEAN and Japan
Production and dissemination of two (2) documentaries on ASEAN-Japan Partnership in Disaster Management and ASEAN-Japan Partnership in Cultural Exchange
Development of the ASEAN Communication Master Plan 2014-2017
Production and dissemination of around 18,000 pieces/copies of ASEAN promotional materials: information kit, key publications, visibility materials, and social media (ASEAN stickers)
Conduct of Surveys on ASEAN Community Building Effort 2012

The Poll on ASEAN Awareness is an ongoing project, along with various capacity building initiatives: Phase II of the Capacity Building of ASEAN TV Broadcasters through Documentary Program Production on ASEAN-Japan Cooperation, ASEAN-Japan Workshop to Promote Authorized Online Distribution of Broadcasting Content, and ASEAN-Japan Media and Information Literacy for the Youth.
