  • On 23–24 April 2025, representatives from ASEAN Member States, the ASEAN Secretariat, the AHA Centre, and key partners convened in Kuala Lumpur for the Validation Workshop on the ASEAN Emergency Telecommunication Network (ETN) and the Supply Chain Management IT Feasibility Study.

    Hosted by the National Disaster Management Agency (NADMA) Malaysia and supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF), this workshop marks a pivotal step in shaping practical, strategic, and regionally relevant systems to improve coordination in times of crisis.

    The workshop builds input from ASEAN Information and Communications Technology (ICT) focal points and international partners to refine master plans and capacity-building strategies.

    The recent M7.7 Mandalay Earthquake served as a reminder of how crucial fast, reliable telecommunications and efficient supply systems are for saving lives during disasters. It underscored the need for regional coordination and digital innovation in emergency response.

    The AHA Centre also extended its gratitude to the European Union, HELP Logistics, and Japan International Cooperation Agency (JICA) for the support and contributions throughout the meeting and workshop.

    In the aftermath of the devastating magnitude 7.7 earthquake affecting Myanmar and Thailand, the AHA Centre mounted a full-scale emergency response in coordination with the affected ASEAN Member States, assisting member states, and partners.

    The AHA Centre has deployed an In-Country Liaison Team (ICLT) to support DDM Myanmar-led emergency response operations and facilitated the deployment of ASEAN-ERAT Members to conduct rapid assessment and facilitate incoming assistance.

    With the contributions of the Government of Japan through the Japan-ASEAN Integration Fund (JAIF), France, and the Swiss Agency for Development and Cooperation (SDC), as well as support from Changi RHCC, Republic of Singapore Air Force, and DHL, AHA Centre has deployed over USD 208K worth of Disaster Emergency Logistics System for ASEAN (DELSA) relief items thus far to support the immediate needs of earthquake-affected communities.
    Situation Update 2

    DELSA relief items worth USD 181,660.28 were deployed to Myanmar and is preparing for further deployment of relief items. 21 ASEAN-ERAT Members from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, Singapore, Thailand, and Viet Nam deployed to support field-level operations in the affected areas, including rapid assessment, coordination, and facilitation of incoming relief assistance.

    Two military aircrafts supported by Republic of Singapore Air Force arrive in Nay Pyi Taw, transporting DELSA relief items worth USD 26K supported by the Government of Japan through JAIF and France. ASEAN-ERAT to begin needs assessments in areas affected by the earthquake in Myanmar.

    The ASEAN-ERAT Members are supporting the field-level operations in the affected areas, including rapid assessment, coordination, and facilitation of incoming relief assistance.

    Situation Update 5: Relief Items dispatched from DELSA regional warehouse in Malaysia

    On 5 April, the fifth batch of ASEAN relief items—tarpaulins and kitchen sets—arrived in Nay Pyi Taw to support communities affected by the earthquake. Dispatched from the DELSA regional warehouse in Subang, Malaysia, the items were transported by the Royal Malaysian Air Force (RMAF). ASEAN-ERAT members from all 10 ASEAN Member States are currently on the ground in Myanmar.

    From 12 to 14 April 2025, four (4) flights of DELSA relief items, consisting of personal hygiene kits and tarpaulin sheets, arrived in Myanmar. The total value of ASEAN relief items mobilised for the Mandalay Earthquake stands at USD 480,485.81 as of 14 April 2025.

    The Disaster Emergency Logistics System for ASEAN (DELSA) Phase IV and Strengthening the Capacity of the ASEAN Emergency Response and Assessment Team (ASEAN-ERAT) – Phase III are supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF).

    JENESYS2024 aims to promote mutual trust and understanding among the peoples of Japan, ASEAN Member States, and Timor-Leste, to build a basis for future friendship and cooperation, as well as to encourage an understanding of various aspects of Japan.     JENESYS2022 Alumni from the Philippines, Marielle Lat Guillermo shares her thoughts after participating in the JENESYS programme. During the pandemic, she was eager to find ways to connect with Japan and after learning more, her interest in Japan deepened. Recently, she visited Japan and was determined to pursue her passion for Japan.

    JENESYS 2023 ASEAN-Japan Sports (Rugby) – SDGs Exchange Program

    During the JENESYS2023 ASEAN-Japan Sports (Rugby) x SDGs Exchange Programme in Fukuoka held in February, participants played tag rugby alongside teammates from Japan and other ASEAN countries. Everyone had a fantastic time playing, overcoming language barriers, and celebrating cultural differences.

    Concert by JENESYS Alumna: Philippines-Tokyo Concert Series

    Carell Belandres-Henry, a talented JENESYS alumna from 2009, is continuing her musical journey as a professional pianist in Tokyo.

    In 25 June, she will hold a concert that beautifully showcases Filipino music. The concert entitled “Gunita: A Tribute to Maestro Gilopez Kabayao and His Music Legacy” featuring violin virtuoso and two-time NAMCYA first prize winner for violin, Jimmy Tagala, Jr, with collaborating artist Carell Belandres-Henry, JENESYS alumna, Tokyo-based pianist and music educator.

    Visit from JENESYS PH Alumni to JICE Office

    Carell Belandres-Henry, a professional pianist based in Tokyo and one of the alumni, recently visited us at the JICE office. During her visit, she expressed, “The experience of the JENESYS Program is the starting point for building friendly relations between Japan and the Philippines.” Among her current projects, she is particularly focused on the “Philippine Tokyo Concert Series,” which aims to introduce Filipino music to audiences in Japan. Through music, she hopes to serve as a bridge between the Philippines and Japan.

    JENESYS2024: Welcoming delegates from Indonesia

    From 28 January to 4 February 2025, JICE welcomed 48 participants from Indonesia to Japan as part of the JENESYS2024 program. The delegations consisted of university students, media professionals, government officials, and diplomats. Several programmes, include Indonesia-Japan Multicultural Society Building Exchange, Indonesia-Japan Politics, Economy, and Culture Exchange / Exchange for Young Diplomats and Local Administrative Officials.

    ASEAN Sparks: Ignite—Let the spark begin!

    The ASEAN Centre for Energy (ACE) is calling for aspiring innovators, researchers, and entrepreneurs to shape the ecosystem energy around ASEAN countries.

    Implemented by ACE and the United Nations Industrial Development Organization (UNIDO), supported by JAIF (Japan-ASEAN Integration Fund), ASEAN Sparks is a comprehensive program to tackle the pressing matters of clean energy and contribute to ASEAN’s future energy by providing fundamental support in a gender-inclusive ecosystem.

    The first ASEAN-ERAT Level 3 (Team Leader) Course in Singapore was conducted from 21 to 29 April 2025. 16 participants from 8 ASEAN Member States and the AHA Centre honed key skills needed to lead the ASEAN Emergency Response and Assessment Team during critical emergency response missions.

    Team Leaders play a crucial role in ASEAN-ERAT missions—they make strategic decisions, navigate coordination with a multitude of actors, and ensure their team’s success in carrying out mission objectives. Their leadership has been vital in missions such as the 2018 Central Sulawesi earthquake, 2023 Tropical Cyclone Mocha, 2024 Tropical Cyclone Yagi, and the recent 7.7M earthquake in Myanmar.

    The AHA Centre thanked the host, the Singapore Civil Defence Force, facilitators from the ASEAN Member States, United Nations OCHA, Changi RHCC, International Federation of Red Cross and Red Crescent Societies, International Committee of the Red Cross, and the Government of Japan for its support through the Japan-ASEAN Integration Fund (JAIF).

    Daiwa Computer Co., Ltd. has announced its participation in the Japan-ASEAN Agricultural ICT Pilot Project, titled “Profiling Digital Literacy and Developing Digital Capabilities in the Agricultural Sector in ASEAN Member States.”

    The project, proposed by Indonesia’s Ministry of Communication and Informatics, is jointly led by Japan Telecommunications Engineering and Consulting (JTEC) and Indonesia’s PT Telekomunikasi Indonesia Tbk, and is funded by the Japan-ASEAN Integration Fund (JAIF).

    With participation from 10 ASEAN Member States and Timor-Leste, the initiative aims to assess farmers’ digital literacy, develop skill guidelines, and conduct ICT training and pilot programs to enhance agricultural productivity. Leveraging its hydroponic farming expertise and QR code-based record collection technology, Daiwa Computer will contribute to solving agricultural challenges across ASEAN through the implementation of practical digital solutions.

    Unlock insights into medical device regulations at the ASEAN-Japan Medical Devices Regulatory Symposium 2025!

    ASEAN-Japan Medical Devices Regulatory Symposium is a collaboration program organized by The Pharmaceuticals and Medical Devices Agency (PMDA) Japan, Ministry of Health of Indonesia (MoH), and Faculty of Pharmacy Universitas Indonesia (UI) with a full support of the Japan-ASEAN Integration Fund (JAIF). The event will serve as a forum for information and knowledge sharing, covering a wide range and current issues on medical devices and In vitro diagnostics (IVDs).

    Opening the event, Sport Authority of Viet Nam, Luyen Hong Hanh and Ambassador KIYA Masahiko of Japan Mission to ASEAN set the tone with a shared commitment to collaboration and a reminder of football’s power to inspire change across the region. Chairman of Football Association of Indonesia, Erick Thohir in his keynote speech, expressed Indonesia’s ambitions to transform football into an engine for jobs, unity and inclusive growth, as well as the call for collective ASEAN action to overcome shared challenges.

    The event lasted for two days and comprises with abundant discussion on how football can drive real community impact across ASEAN.

    The AHA Centre is proud to launch the on-site sessions of the AHA Centre Executive – Leadership in Emergency and Disaster Management for ASEAN (ACE-LEDMP) Middle Level – Second Batch on 22 April 2025 in Jakarta, Indonesia!

    The Opening Ceremony was officiated by Minister/Deputy Head of the Mission of Japan to ASEAN, CHUJO Kazuo, Deputy Executive Director of the AHA Centre, Krishna Putra Tanaja, and Deputy Secretary-General of ASEAN for ASEAN Socio-Cultural Community (ASCC), San Lwin, through recorded remarks. Esteemed representatives of the Mission of Japan to ASEAN, JAIF Management Team, the AHA Centre, and ASEAN Secretariat were also present to witness this momentous event.

    Over the next month, 20 promising ACE-LEDMP participants from nine ASEAN Member States will embark on an intensive training journey, covering key topics such as system thinking, crisis communication, public-private partnerships, and leadership.

    The programme will culminate in an enriching 7-day study visit to Japan, where participants will gain valuable insights from Japan’s disaster management systems and decision-making practices.

    The ASEAN Pavilion at World Expo Osaka 2025 buzzed with excitement today as it officially opened its doors. The inauguration ceremony, held this morning, featured Dr. Kao Kim Hourn, Secretary-General of ASEAN, who delivered insightful opening remarks, highlighting the region’s dynamic spirit and collective vision for a sustainable future.

    Dr. Kao Kim Hourn underscored the importance of having an ASEAN Pavilion in the Expo, stating that “ASEAN is committed to leveraging on the next six months to highlight the region’s tremendous potential, including in trade, investment, business, tourism, and connectivity.’’

    A highlight of the opening ceremony was the unveiling of the ASEAN Pavilion’s character, developed through an open design competition among ASEAN nationals. The character design, met with enthusiastic applause, embodies the unity and diversity of the ASEAN Member States, and will serve as a friendly representative for the pavilion throughout the Expo. “Tenaya” designed by Aziez Nugroho from Indonesia, was selected as the winning character design.

    The ASEAN Day, 8 August, will mark ASEAN’s 58th anniversary, commemorated in Jakarta and simultaneously at the heart of the Expo in Osaka. The ASEAN Pavilion will host ASEAN’s Special Day and take over the Expo with a vibrant celebration of the region’s culture and creativity, with a day filled with lively parades, dances, music and performances.

    The ASEAN Secretariat today announced its participation in the World Expo 2025 Osaka, Kansai, Japan, during a press conference held at its headquarters. The Expo, themed “Designing Future Society for Our Lives,” will take place from 13 April to 13 October.

    The press conference commenced with opening remarks from Deputy Secretary-General (DSG) of ASEAN for Community and Corporate Affairs and Commissioner-General of ASEAN Secretariat at the World Expo, Nararya Soeprapto, alongside Ambassador Kiya Masahiko, Ambassador of Japan to ASEAN. This was followed by a live report from the ASEAN Expo team in Osaka and a Q&A session with the media.

    Ambassador Kiya Masahiko expressed Japan’s strong support for ASEAN’s participation in the Expo and encouraged people from ASEAN to take this opportunity to visit the Expo and explore the rest of Japan.

    ASEAN’s participation, themed “Building Bridges,” aims to foster connections with participating countries, organisations, and the public. The ASEAN Pavilion will showcase the region’s diversity and dynamism, highlighting its role as a key trade and investment destination, and promoting its rich cultural heritage. The ASEAN Pavilion will be officially opened by Secretary-General of ASEAN Dr Kao Kim Hourn.

    The ASEAN Pavilion at the World Expo 2025 Osaka is supported through the Japan-ASEAN Integration Fund (JAIF).

    In response to the massive damages caused by the earthquake that occurred in central Myanmar on March 28, the Government of Japan has decided to provide emergency relief goods through Japan International Cooperation Agency (JICA) and also dispatched a Japan Disaster Relief (JDR) Medical Team.

    Furthermore, considering the enormous humanitarian needs on the ground, the Government of Japan now announces that Japan is prepared to implement Emergency Grant of approximately 6 million US dollars through international organizations. The details of the Grant will be coordinated with relevant international organizations as soon as possible.

    The Government of Japan continues to provide as much humanitarian assistance as possible in the manner that directly benefits the people of Myanmar who are in need.

    The Philippines-Japan Development Exchange (Dispatch Program of Japanese University Students

    Eight Japanese university students visited Manila, Philippines from 25 February to 4 March 2025. Through the theme of “Development Exchange,” they focused on infrastructure and poverty, engaging in lectures, visits, and interactions with local people.

    Online Japan-Visit Advanced Program for ASEAN Alumni Theme: Japanese Language and Culture

    33 JENESYS alumni participated in “JENESYS2024 Online Japan-Visit Advanced Program for ASEAN Alumni” held from 5 to 14 March 2025. JENESYS participants learned a lot through various programs, such as lectures on local culture, Japanese language lessons, Japanese cultural experiences, and School exchange activities, with the theme of “Japanese language and culture.”

    She joined JENESYS while she was in high school and was very impressed with Japan. Her experience with JENESYS broadened her horizons, leading her to decide to attend a Japanese university to study chemistry.

    The Lao PDR and Japan’s Agriculture Exchange

    16 participants from Lao PDR visited Japan as part of the JENESYS Project from 4 to 11 March while also celebrating 70th Anniversary of the Establishment of Diplomatic Relations between the Lao PDR and Japan. The participants visited Tokyo and Shizuoka prefecture to learn more about agriculture and culture.

    15 new Humanitarian Logistics specialists have been added to the ASEAN-ERAT roster as rget have completed the ASEAN-ERAT Level 2 Course on Humanitarian Logistics from 10-14 March 2025 in Ho Chi Min City, Viet Nam. These ERAT Members are now ready to support disaster relief efforts across ASEAN.

    AHA Centre thanked the facilitators from the ASEAN Member States, World Food Programme, UN Humanitarian Response Depot, and International Federation of Red Cross and Red Crescent Societies for their incredible support during the course. AHA Centre expressed appreciation to the Government of Japan for the support through the Japan-ASEAN Integration Fund (JAIF).

    The ASEAN Centre for Biodiversity (ACB) will be a part of the ASEAN Pavilion at the World Expo 2025, the grandest international exhibition of innovation, culture, and creativity.

    With the theme, Designing Future Society for our Lives-Saving Lives, Empowering Lives, and Connecting Lives, the Expo will bring together countries, organisations, and communities from across the world to showcase knowledge products and technologies with the aim to co-create our future society.

    The World Expo, which will be held in Osaka, Japan will officially open on 13 April 2025.

    Secretary-General of ASEAN, Dr. Kao Kim Hourn, officially launched the IAI Attachment Programme, at the ASEAN Headquarters/ASEAN Secretariat by welcoming a new batch of Attachment Officers (AOs) from Cambodia, Lao PDR, Myanmar, Viet Nam (CLMV), and Timor-Leste, for the first time on 17 March 2025. Supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF), the programme aims to enhance the capacity of government officials from CLMV and Timor-Leste by immersing them in the work of the ASEAN Secretariat.

    This year marked a historic milestone with the participation of Timor-Leste for the first time, reflecting ASEAN’s commitment to supporting Timor-Leste’s capacity-building as it prepares for full ASEAN membership.

    Secretary-General of ASEAN, Dr. Kao Kim Hourn,  met with Ambassador KIYA Masahiko of Japan to ASEAN, at the ASEAN Headquarters/ASEAN Secretariat on 17 March 2025. They exchanged views on ASEAN-Japan Comprehensive Strategic Partnership as well as preparations for the 2025 Osaka World Expo, where ASEAN Secretariat is expected to take part in this major event.

    Utilization of Expo 2025 Osaka to Enhance ASEAN Awareness as a Single Tourist Destination is supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF).

    Secretary-General of ASEAN, Dr. Kao Kim Hourn, today welcomed the Attachment Officers (AOs) from Cambodia, Lao PDR, Myanmar, Viet Nam, and Timor-Leste at the ASEAN Headquarters/ASEAN Secretariat. The Attachment Programme is an ASEAN flagship programme supported by Japan since 2002 under the Initiative for ASEAN Integration (IAI).

    SG Dr. Kao reaffirmed ASEAN’s commitment to enhancing capacity building for CLMV and Timor-Leste and fostering regional integration through hands-on experience, knowledge exchange, and collaboration. He strongly encouraged the AOs to actively engage with various ASEAN stakeholders, build networks, and contribute meaningfully during their one-year attachment period.

    During their time at the ASEAN Secretariat, the AOs will have opportunities to participate in ASEAN meetings, undertake study visits to Japan, and participate in training on diplomatic engagement and project development. SG Dr. Kao expressed confidence that their participation will enhance both their professional growth and strengthen ASEAN’s collective efforts in regional integration.

    The Government of Japan through the Japan-ASEAN Integration Fund (JAIF) has supported 120 officers through this initiative for over two decades, strengthening regional cooperation and capacity-building across ASEAN.

    The last in the series of workshops under the ASEAN Flyway Network: Capacity Building on Migratory Bird Monitoring and Wetland Management was held from 4 to 6 March in Siem Reap, Cambodia.

    Participants representing the various wetland nature reserves in Cambodia and representatives from the Ministry of Environment attended and listened to experts on the effective management of wetlands and techniques for conserving migratory bird habitats.

    During the opening programme, Director General of the General Directorate of Natural Protected Area, Ministry of Environment, Cambodia, Srey Sunleang, delivered the opening speech to welcome the participants to the three-day event.

    Part of the event was a field visit to Ang Trapeang Thmor Protected Landscape, where the workshop participants had a hands-on experience with bird monitoring, and were able to spot the Sarus Crane, among other birds and biodiversity.

    The workshop was organised by the ACB’s ASEAN Flyway Network (AFN) Phase II Project in partnership with the General Directorate of Natural Protected Area of Cambodia’s Ministry of Environment and NParks, with funding support from the Government of Japan through the Japan-ASEAN Integration Fund (JAIF).

    The Science, Technology, and Innovation (STI) Coordination Symposium 2025 on 3 March 2025 marked an official launch of the STI Coordination Platform–a joint initiative between ASEAN University Network (AUN), ASEAN University Network/Southeast Asian Engineering Education Development Network (AUN/SEED-Net), and Japan-ASEAN Science, Technology and Innovation Platform (JASTIP) aimed at cultivating the next generation of STI Coordinators.

    The platform seeks to drive cross-disciplinary research collaboration producing outcomes that not only strengthen ASEAN-Japan relations and broaden the research landscape but also contribute to the global effort in tackling pressing challenges. Garnering over 200 participants onsite and online, the symposium served as a platform for universities, researchers and government agencies to align common goals and explore potential opportunities for knowledge-sharing and collaboration.

    Following through was a presentation by Dr. Taro Sonobe from Kyoto University/JASTIP. He delivered a comprehensive overview of the “Human Capacity Building for Science, Technology, and Innovation Coordination between ASEAN and Japan towards Grand Challenges” project–a collaborative project between JASTIP, AUN/SEED-Net, and AUN with a support from Japan-ASEAN Integration Fund (JAIF).

    The ASEAN Secretariat, with support from the Economic Research Institute for ASEAN and East Asia (ERIA) and the Japan-ASEAN Integration Fund (JAIF), co-organised the “Knowledge Sharing Event on Crop Burning and Biochar among ASEAN, and Wrap-up Event for the Project on Promoting Crop Insurance.” The meeting took place on 4 and 5 March 2025 through a hybrid format.

    Participants of the two-day event included government officials from ASEAN Member States, Timor-Leste, and Japan (National Agriculture and Food Research Organization (NARO), Japan International Research Center for Agricultural Sciences (JIRCAS) and the Mission of Japan to ASEAN).

    Participants addressed challenges related to climate change through crop insurance and discussed initial steps towards financing strategies for crop burning reduction, as well as conducting an inventory assessment for biochar initiatives in ASEAN Member States.

    Senior Officials of ASEAN and Japan attending the 40th ASEAN-Japan Forum in Karuizawa reaffirmed their commitment to further advancing the ASEAN-Japan Comprehensive Strategic Partnership (CSP) based on mutual trust and respect, mutual benefit and equal partnership.

    The meeting welcomed the continued momentum of strengthening ASEAN-Japan relations, following the successful convening of the 27th ASEAN-Japan Summit in October 2024 as well as the Commemorative Summit on the 50th anniversary of ASEAN-Japan Friendship and Cooperation in December 2023 in Tokyo.

    Japan reaffirmed its strong support for ASEAN Centrality and ASEAN Community-building efforts. ASEAN welcomed Japan’s commitment to supporting the ASEAN Outlook on the Indo-Pacific (AOIP) through concrete projects and activities, aimed at fostering practical cooperation in the key areas of the AOIP, with a view to contributing to the advancement of the CSP in an open, transparent and inclusive manner. ASEAN also welcomed Japan’s proposal for a Joint Statement on the further promotion and implementation of the AOIP, for adoption at the 28th ASEAN-Japan Summit this year.

    The Permanent Mission of Thailand to ASEAN, in collaboration with the ASEAN Centre for Active Ageing and Innovation (ACAI) and with the support of the ASEAN Secretariat, hosted the “Networking Dialogue with the ASEAN Centre for Active Ageing and Innovation” at the ASEAN Headquarters/ASEAN Secretariat.

    The event brought together over 80 participants from ASEAN Member States, ASEAN partners, international organisations, and the private sector to explore opportunities for collaboration in advancing active ageing across the region. The dialogue aligned with planned ASEAN Community Vision 2045 and Malaysia’s ASEAN Chairmanship priorities on inclusivity.

    With this event, the Permanent Mission of Thailand to ASEAN reaffirmed its commitment to supporting ACAI’s mission, strengthening regional cooperation, and enhancing ASEAN’s preparedness to address the challenges and opportunities of an ageing population.

    From 25 to 27 February 2025, the National Partnership for Migratory Bird and Habitat Conservation of Indonesia actively took part in the Capacity Building Workshop-Training for Migratory Bird Conservation and Their Habitats held in Tangerang, Banten, Indonesia. The workshop was organised by Wetlands International Indonesia or the Yayasan Lahan Basah Indonesia (YLBA) in partnership with the Ministry of Forestry-Indonesia, ASEAN Centre for Biodiversity (ACB)’s ASEAN Flyway Network Phase II Project and the National Parks Board NParks of Singapore with fund support from the Japan-ASEAN Integration Fund (JAIF).

    Participants also had a field observation and identification of waterbirds & seabirds at Jakarta Bay as well as a hands-on experience and discussion on bird watching and habitat assessment at Pulau Rambut Wildlife Sanctuary, a Ramsar site located on a small atoll reef island northwest of Jakarta City.

    JENESYS2024 aims to promote mutual trust and understanding among the peoples of Japan, ASEAN Member States, and Timor-Leste, to build a basis for future friendship and cooperation, as well as to encourage an understanding of various aspects of Japan. The project is supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF).     JENESYS Dispatch Pre-Program: Japanese Students Learned Soba Culture Dissemination in Malaysia

    As a pre-program for JENESYS2024, the Malaysia-Japan Japanese Language and Culture Exchange” to be held from 11 to 18 February, Culture Link Malaysia SDN. BHD.  gave the online lecture to the Japanese students, the participants of the JENESYS program at their Soba restaurant, Gannendo Publika Kuala Lumpur.

    Lao PDR-Japan Budo (Martial Arts) Exchange

    Eight university and graduate students from Japan visited Lao PDR from 21 to 28 January for a special exchange program focused on “Budo (martial arts)” to celebrate the 70th anniversary of diplomatic relations between Lao PDR and Japan. Through this program, the Japanese students had the chance to learn more about the deep ties between Lao PDR and Japan, while also contributing to promoting the beauty and appeal of Japanese martial arts in Lao PDR.

    ASEAN-Japan Students Conference

    JICE welcomed 106 university students from ASEAN countries, Timor-Leste, and Japan to participate in the Students Conference held from 14 to 21 January. The themes were “Maritime Security & Rule of Law,” “Climate Change & Energy,” and “Cultural Preservation & Education.” On 18 January, Japanese students joined the conference. For three days, through lectures and discussions on the themes, participants deepened their mutual understanding and strengthened their network of friendship and cooperation.

    Thailand-Japan Friendship Exchange Program (Dispatch of Japanese High School Students

    Nine high school students and one chaperone from Okinawa visited Thailand for the JENESYS2024 Thailand-Japan Friendship Exchange Program from 4 to 11 February. During the visit, the delegates had the opportunity to deepen their understanding of the relationship between the two countries through courtesy calls at the Embassy of Japan in Thailand and the Department of Children and Youth, Ministry of Social Development and Human Security. They also had the privilege of listening to the three Thai JENESYS alumni’s experiences in Japan.

    ASEAN-Japan Online Student Conference for Alumni

    From 11 to 16 February, JICE hosted a JENESYS online student conference with alumni members. The program was divided into four theme groups: “Business (Economic Partnership),” “Poverty Eradication,” “Food Problems,” and “Rural Development.” Participants learned about these issues through lectures and discussed solutions for similar challenges faced by ASEAN and Japan. Through the lectures and discussions, participants created action plans and presented them to their peers. They also enjoyed a quiz match on Japanese pop culture and traditional culture.

    Malaysia-Japan Japanese Language and Culture Exchange (Dispatch of Japanese University Students

    Introduction of JENESYS Alumni from Viet Nam, Bach Xuan Nguyen

    Inspired by JENESYS, Bach Nguyen started his career in Japan after university. He joined JENESYS while he was still a college student, where he was impressed by the modern Japanese manufacturing industry and was inspired him to pursue a career in Japan.

    The ASEAN Pavilion at the World Expo 2025 Osaka is funded by the Japan-ASEAN Integration Fund (JAIF).

    From 13-20 February 2025, 35 individuals from ASEAN Member States, Timor-Leste, ASEAN Secretariat, and AHA Centre completed the 16th ASEAN-ERAT Induction Course in Phnom Penh, Cambodia.

    This intensive 100-hour course included classroom sessions and a challenging simulation exercise that tested their ability to perform the core functions of ASEAN’s signature emergency response and assessment team.

    The 16th ASEAN-ERAT Induction Course is supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF).

    The Regional Training Course on the Liable Research Methods to Collect and Analyze Marine Debris and Microplastic was organised by SEAFDEC-TD and supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF). This training aimed to enhance the capacity of participants to address regional marine debris and microplastic issues. The course took place across three different locations: SEAFDEC Training Department in Samut Prakan for marine debris theory, Kasetsart University in Nakhon Pathom for microplastic sample analysis, and the Gulf of Thailand for practical fieldwork on marine debris data collection and microplastic sampling.

    Around 80% of marine debris comes from unmanaged land-based waste, with 30% being plastic. This growing problem significantly impacts marine health, the economy, and human quality of life. BPSPL Padang, West Sumatra together with ASEAN country representatives, participated in the training, which was designed to strengthen regional efforts in tackling these environmental challenges.

    The Senior Information Officer from the SEAFDEC Secretariat, Saivason Klinsukhon and the Information and Technology Officer from the SEAFDEC Training Department (TD), Yanida Suthipol, attended the Regional Technical Consultation on Fishing Capacity Profile and Implementation Status of RPOA-Capacity in the Asian Region.

    The Consultation was organised by SEAFDEC Marine Fishery Resources Development and Management Department (MFRDMD) on 25–27 February 2025 in Kuala Lumpur, Malaysia with the attendance of representatives from the ASEAN Member States (AMSs) except Lao PDR and Singapore, resource persons from the University of Terengganu, senior officials from MFRDMD, and representatives from SEAFDEC Secretariat and TD.

    The Consultation was conducted as one of the activities of the project “Implementation and Assessment of the ASEAN Regional Plan of Action for the Management of Fishing Capacity” supported by the Japan-ASEAN Integration Fund (JAIF).

    In partnership with the Institute for Biodiversity and Environmental Research of Universiti Brunei Darussalam and with the support of the Japan-ASEAN Integration Fund (JAIF), the ASEAN Centre for Biodiversity conducted the National Capacity Building Workshop on Migratory Waterbirds and Wetland Management from 17 to 21 February in Brunei Darussalam.

    The five-day event was attended by field practitioners, educators, and representatives from the Department of Environment, Parks, and Recreation (JASTRe) of the Ministry of Primary Resources and Tourism and the Department of Museums of the Ministry of Culture, Youth and Sports of Brunei Darussalam. Apart from discussions, field exercises were conducted to give the participants hands-on experience in bird identification and bird counting.

    Last month, a workshop in Lao PDR brought together national and local government officials, community leaders, experts, and researchers to learn and share insights on waterbird monitoring techniques, wetland habitat management, bird survey findings, and the Flyway Site Network nomination process.

    One of the highlights was a visit to Nong Khamsean village, where community leaders proudly showcased their vibrant wetland and highlighted the important role these wetland habitats play for both local communities and migratory waterbirds.

    This activity is a part of the Improving Biodiversity Conservation of Wetlands and Migratory Waterbirds in the ASEAN Region – Phase II supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF).

    On 14 February 2025, the ASEAN Secretariat had the pleasure of experiencing a vibrant food celebration hosted by the Mission of Japan to ASEAN. The event was commenced by by Ambassador KIYA Masahiko of Japan Mission and Deputy Secretary-General of ASEAN for Community and Corporate Affairs, Nararya Soeprapto.

    Guests were introduced to Osechi Ryori, a traditional Japanese New Year’s feast symbolizing happiness, peace, good luck, and prosperity. ASEAN-Japan Goodwill Ambassador on Food and Agriculture, Melody Laksani, also shared insights on the significance of this tradition.

    The event also celebrated ASEAN’s diverse food culture, as ASEAN Member States showcased their iconic cuisines—bringing together flavors that reflect our shared heritage and unity.

    On 17 January 2025, OECC hosted a training workshop in Phnom Penh, Cambodia to promote corporate greenhouse gas (GHG) accounting and reporting. This workshop was held as part of the PaSTI-JAIF project under the Japan-ASEAN Integration Fund (JAIF), aiming to enhance transparency of GHG emissions in the ASEAN region.

    The promotion of transparency regarding climate change in Cambodia responds to the needs of the government facing a lack of activity data for industrial wastewater. With the cooperation of a major Cambodian beverage factory, OECC carried out a model project to calculate and report GHG emissions, including data on industrial wastewater.

    In the future, OECC plans to follow up on how to present the calculated GHG emission data to the public from the perspective of improving corporate value and attracting investment. OECC will also continue to provide support to the government, including cooperation with various ministries and agencies, toward the establishment of a GHG accounting and reporting system.

    As part of continuous capacity development activities, national focal points and select flyway site managers from Malaysia attended the National Capacity Building Workshop on Migratory Waterbird and Wetland Management in Selangor, Malaysia from 10 to 15 February.

    The workshop featured lectures and field activities that were designed to train future trainers from the Jabatan Perhilitan Semenanjung Malaysia, Sarawak Forestry Corporation, Sabah Wildlife Department, and Malaysian Nature Society on skills such as bird identification and sampling of migratory waterbirds.

    The capacity development event was organized by the ACB with the Ministry of Natural Resources and Environmental Sustainability of Malaysia, in partnership with NParks and the Malaysian Nature Society, with the support of the Japan-ASEAN Integration Fund (JAIF).

    The 10th Meeting of the Ad Hoc Working Group to Develop the ASCC Strategic Plan (AHWG) took place on 15-16 February in Makati City, Philippines. The meeting was co-chaired by Undersecretary of International Relations Division (Culture) at the Ministry of Tourism, Arts and Culture of Malaysia, Dr. Christina Yeo Ken Yin and Assistant Bureau Director of the Policy Development and Planning Bureau, Department of Social Welfare and Development of the Philippines, Hannah A. Giray-Carcido.

    The meeting finalised the 2nd draft of the ASCC Strategic Plan by deliberating on the inputs from ASCC and relevant cross-pillar sectoral bodies, noting their concurrence and support to the provisionally agreed strategic measures. The meeting also exchanged views on the endorsement process of the ASCC Strategic Plan by SOCA in March.

    This meeting is part of ongoing activities to support the development of the ASCC Post-2025 Strategic Plan Project funded by the Japan-ASEAN Integration Fund (JAIF).

    On 13 February, Parliamentary Vice-Minister for Foreign Affairs, IKUINA Akiko, received a courtesy call by a group of young government officials from Cambodia and Lao PDR studying at the National Graduate Institute for Policy Studies (GRIPS), under the Master’s Degree Program funded by the Japan-ASEAN Integration Fund (JAIF). An overview of the meeting is as follows. This program was launched this fiscal year with the aim of narrowing development gaps within ASEAN and developing future leaders in the region.

    1. Parliamentary Vice-Minister Ikuina stated that peace and prosperity in ASEAN, which is the “keystone” of the Indo-Pacific, are important for the region and the international community as a whole, and Japan has been closely cooperating with ASEAN, as a true friend of ‘‘heart-to-heart’’ connections, over the half century in a wide-range of fields. She expressed her expectation that they would serve as bridges between Japan and ASEAN and contribute to further progress of the Japan-ASEAN relations.

    The young government officials from Cambodia and Lao PDR expressed their gratitude for the long-standing support of Japan for the development of ASEAN.

    Special Advisor to the President on Digital Innovation at ERIA, Hiroshi Ishikawa, highlighted Japan’s ongoing commitment to supporting the ASEAN region through various institutions such as the Japan-ASEAN Integration Fund (JAIF), the Japan International Cooperation Agency (JICA), and others.

    He emphasized that a common thread among these initiatives is investment in human capital and infrastructure—key pillars that drive ASEAN’s sustainable growth. By strengthening these foundations, Japan continues to play a crucial role in fostering long-term prosperity across the region.

    The Trade Competition Commission of Thailand (TCCT) has organized the Interface Workshop between the Competition and Health Sector Regulators (Online) on 21 January 2025 as part of the ASEAN Competition Action Plan (ACAP) 2025 Deliverable 4.2.1. The workshop aims to explore critical intersections between competition law and health sector dynamics, particularly during and after the COVID-19 pandemic. The discussions will cover a comprehensive overview of how competition and the health sector evolved under the pressures of the global health crisis, addressing both challenges and opportunities for reform.

    The workshop brings together over 60 participants from both competition authorities and health regulators including the ASEAN Experts Group on Competition (AEGC), Japan Fair Trade Commission (JFTC), ASEAN Health Cluster ASEAN Health Cluster 2 on Responding to All Hazards and Emerging Threats Members, and ASEAN Health Cluster 3 on Strengthening Health Systems and Access to Care Members.

    This Workshop is part of the project on the Technical Assistance to Strengthen Competition Law Enforcement in ASEAN (AJCEP Phase 3) which is supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF).

    The Philippine private sector gained recognition for its efforts to promote regional economic cooperation and integration and narrow the development gap in the ASEAN, as the ASEAN Business Advisory Council Philippines (ABAC PH) chaired by Go Negosyo founder Joey Concepcion, recently garnered the First Place in the Japan-ASEAN Integration Fund (JAIF) Visibility Award 2024.

    The award was in recognition of the ASEAN Mentorship for Entrepreneurs Network (AMEN), a region-wide entrepreneurial mentoring program that provides formal training to MSMEs of the ASEAN Member States (AMS).

    “The compelling human stories shared, highlighting the positive impact of the AMEN trainings on MSMEs in the region, have resonated with a wide audience,” JAIF said in its letter to ABAC PH. The letter also stated that ABAC PH’s exceptional efforts in promoting JAIF support through various media channels, such as newspaper articles and social media, have significantly contributed to raising awareness JAIF’s initiative.

    ASEAN Mentorship for Entrepreneurs Network (AMEN) is supported by the Government of Japan through JAIF.

    From 13-17 January 2025, the AHA Centre in collaboration with the Thailand Department of Disaster Prevention & Mitigation (DDPM) co-organised a training in Bangkok, Thailand, focused on enhancing humanitarian logistics management and Customs, Immigration, & Quarantine (CIQ) procedures for disaster preparedness and response.

    Attended by 34 participants from the ASEAN Member States, ASEAN Secretariat, and AHA Centre, the training is a vital component of the Disaster Emergency Logistics System for ASEAN (DELSA).

    Representative from the Mission of Japan to ASEAN, MORI Nobuo, further highlighted the commitment of collaboration between ASEAN and Japan to enhance ASEAN’s capacity in disaster management through projects such as DELSA. The DELSA Phase IV Project, supported by the Japan-ASEAN Integration Fund (JAIF), continues to foster partnerships and knowledge sharing to enhance humanitarian response efforts across the region.

    The ASEAN Centre for Energy (ACE), supported by the Japan-ASEAN Integration Fund (JAIF), officially set the kick-off meeting for the Enhancement of Clean Energy Technology Ecosystem and Its Connectivity in ASEAN on 16 January 2025. This meeting aims to officially establish Project Steering Committee (PSC), by introducing the project activities and timeline, discussing the PSC roles and electing its Chairpersons. The kick-off meeting was attended by 31 participants, comprising the nominated PSC members, ASEAN Energy Efficiency and Conservation Sub-Sector Network (EE&C–SSN) Focal Points, Ministry of Economy, Trade, and Industry (METI) of Japan, JAIF Management Team, United Nations Industrial Development Organisation (UNIDO), and ASEAN Secretariat. The attendance demographics were 68% male and 32% female.

    This initiative seeks to accelerate transformative energy-climate solutions by driving investments and fostering business growth within the cleantech innovation and entrepreneurship ecosystem (CIEE) across AMS. Supported by the Japan-ASEAN Integration Fund (JAIF), this two-year program, running from Q4 2024 to Q2 2026, aims to strengthen capacity-building efforts to achieve a low-carbon future. The programme is overseen by PSC from the ASEAN EE&C-SSN and METI Japan, with ACE serving as the implementing agency in partnership with UNIDO. The programme’s main beneficiaries include Micro, Small, and Medium Enterprises (MSMEs), key stakeholders within the CIEE, ASEAN Energy Focal Points, academia, and the broader public.

    Parliamentary Vice-Minister Ikuina started by giving welcoming remarks to the delegation in their own languages, and stated that it was a valuable experience for future leaders from different countries to meet together and exchange views openly, and that she hoped they would become “lifelong friends”. The two student representatives of the delegation expressed their gratitude for their visit to Japan through JENESYS and their expectations and enthusiasm for participating in the ASEAN-Japan Students Conference and for strengthening ASEAN-Japan relations further. At the end of the courtesy call, Ikuina, guest and the delegation took photos together to commemorate the program.

    The Ninth Meeting of the Ad Hoc Working Group to Develop the ASCC Strategic Plan (AHWG) took place on 14-15 January 2025 in Bangkok, Thailand. The meeting was co-chaired by the Under Secretary of International Relations Division (Culture) at the Ministry of Tourism, Arts and Culture of Malaysia, Dr. Christina Yeo Ken Yin, and Director of the Policy Development and Planning Bureau (PDPB), Department of Social Welfare and Development of the Philippines, Hannah A. Giray-Carcido.

    The meeting reviewed and deliberated on key insights from stakeholder engagement activities as well as recommendations from ASCC and cross-pillar sectoral bodies. The meeting also exchanged views on the next steps, including timeline of the Strategic Plan’s developments and arrangements for the succeeding AHWG meetings, with the aim of finalising the ASCC Strategic Plan for the adoption by the ASEAN Leaders in May 2025.

    This meeting is part of ongoing activities to support the development of the ASCC Post-2025 Strategic Plan Project funded by the Japan-ASEAN Integration Fund (JAIF) 3.0.

    The General Lecture, titled “Advancing Fishery Sciences: Insight and Innovations from Experts,” took place on Monday, 13 January 2025, at Jakarta Technical University of Fisheries. The event was organized by SEAFDEC collaborated with the Agency for Marine and Fisheries Extension and Human Resources Development of the Ministry of Marine Affairs and Fisheries, reflecting the commitment to promoting the Blue Economy as part of Indonesia’s vision for a golden future. The event reaffirmed Indonesia’s commitment to advancing fisheries science and encouraging collaboration between academia, practitioners, and policymakers.

    The speakers emphasized sustainable practices as a cornerstone for securing fisheries resources for the future and provided actionable steps for integrating scientific approaches into real-world fisheries challenges.

    Attendees, both in-person and via Zoom in total 900 participants, engaged in dynamic discussions and gained practical knowledge on sustainability and innovation in fisheries.

    SEAFDEC, in collaboration with the JAIF-supported project, hosted the Training Workshop on CPUE Analysis and Stock Assessment from 10 to 13 January 2025, in Jakarta. This workshop is part of the project “Development of Stock Assessment Methods and Strengthening of Resource Management Measures for Tropical Anguillid Eel in Southeast Asia” supported by the Government of Japan through Japan-ASEAN Integration Fund (JAIF).

    Tropical anguillid eel resources play a significant role in global fisheries, serving as a source of consumption and international trade. In Southeast Asia, the rising demand for these resources has heightened the need for sustainable management. However, efforts to develop effective management measures have been hindered by a lack of comprehensive information on eel biology, catch data, and aquaculture practices. The workshop addressed these challenges by reviewing and analyzing sample catch data, environmental data, and CPUE (Catch Per Unit Effort). It also discussed methods for estimating abundance trends and developing appropriate management measures. Additionally, the workshop aimed to update regional policy guidelines to support the conservation and sustainable management of tropical anguillid eel resources.

    Deputy Secretary General of SEAFDEC, Tomoko Nakazato visited the Marine and Fisheries Human Resources Development and Extension Agency. She was welcomed by the Chairman, Dr. I Nyoman Radiarta, who also serves as SEAFDEC’s Alternate Council Director for Indonesia. The visit coincided with the “In-house training workshop on CPUE Analysis and Stock Assessment” for the JAIF-supported project entitled “Development of Stock Assessment Methods and Strengthening of Resource Management Measures for Tropical Anguillid Eels in Southeast Asia,” which will be conducted from 10–13 January 2025.

    The event underscores SEAFDEC’s commitment to advancing the sustainable management of anguillid eel fisheries and encouraging regional collaboration to ensure the long-term sustainability of vital fisheries resources. Dr. Nakazato recognized the important role of support from the Ministry of Marine Affairs and Fisheries in strengthening IFRDMD’s contribution to SEAFDEC’s overall mission.

    From 14 to 21 January, approximately 100 students from 10 ASEAN Member States and Timor-Leste will visit Japan to participate in the “ASEAN-Japan Students Conference” under Japan’s Friendship Ties Programs “JENESYS”.

    The delegation will participate in the ASEAN-Japan Students Conference to be held in Tokyo from 18 to 20 January. Under the common theme of “What we (students) can do for peace, stability, growth, and prosperity in the Asian region”, students from the ASEAN region and Japan will discuss “Maritime Security and Rule of Law”, “Climate Change and Energy”, and “Cultural Preservation and Education”, and present a “Declaration of Action Plan”.

    Prior to participating in the conference, the delegation will visit the Ministry of Foreign Affairs, and will be divided into three groups to visit regions including Shizuoka, Miyagi, and Tochigi Prefectures, where they will have the opportunity of university visits, theme related site-visits, and homestays, etc., to experience the charm of Japan and its regions from various perspectives.

    Through this exchange program, it is expected that the youths of ASEAN and Japan will deepen their mutual understanding and that the network of friendship and cooperation between the next generation of ASEAN and Japan will be strengthen.
