Background
The ASEAN region, like the rest of the world, is confronted with balancing environmental sustainability and economic development. One of the facets of this challenge is seen on how the region manages its water resources in relation to waste. While most ASEAN Member States (AMSs) already have established environmental standards for water quality and effluent standards for domestic wastewater, problem persists in relation to compliance. This difficulty is attributed to weak policy-making, enforcement, and governance.
Against this backdrop, an integrated and coordinated approach is but necessary to facilitate understanding of relevant stakeholders on possible policies and technological options, which then will allow them to come up with sound policies that are applicable to their respective contexts.
What is the project aiming for?
This project aims to serve as a policy and institutional development platform and technical showcase for multi-stakeholders on integrated management of decentralized domestic wastewater treatment in AMSs. It is expected that after the project’s completion, each AMS will be able to draft policy recommendations on integrated management of decentralized wastewater treatment and that a regional multi-stakeholder network on the issue of domestic wastewater treatment in AMSs is established. Specifically, the project’s outputs include the following:
- Comprehensive data and information on current conditions and legislation, policies, plans, available technology options, good practices related to the decentralized domestic wastewater treatment in AMSs;
- Draft policy recommendation for each AMS on domestic wastewater management including policy management (revised and new legal documents), standardization and market initiatives for integrated decentralized domestic wastewater management;
- Regional policy roadmap on integrated decentralized domestic wastewater management;
- Increased understanding and capacity of decentralized domestic wastewater management experts in each AMS;
- Round robin test results and established treatment performance testing method for decentralized wastewater treatment facilities for AMSs; and
- Established professional network of multi-stakeholders on decentralized domestic wastewater management in ASEAN.
As environmental issues are multidisciplinary and cross-sectoral in nature, strong coordination, collaboration, and communication among AMS, both within the environment sector and among relevant ASEAN sectoral bodies, and with dialogue/development partners, are critical.

The project Policy Dialogue and Network Building of Multi-stakeholders on Integrated Decentralized Domestic Wastewater Management in ASEAN Countries supports the ASEAN Cooperation on Environment, which aims to achieve “a sustainable environment in the face of social changes and economic development.” A kick-off meeting was held on 9 October 2018 in Jakarta, Indonesia.
